Breckenridge served as the West Coast operations director for SRA International, providing technical and analytical support to the Military and OSD. ![]() DBIDS is the largest operational physical access and authentication system in DoD and is used to protect military bases around the world. He was responsible for program management of secure enterprise identity management and access solutions, including the Defense Biometric Identification System (DBIDS). Prior to his appointment to the Senior Executive Service (SES) in 2007, he served as the deputy director of the Identity Authentication Office (IAO) at DMDC. To support these missions, he oversaw the largest personnel database in DoD, covering 50 million individuals currently or previously associated with DoD. This included maintaining the Common Access Card and identity-management system, tracking DoD entitlements and benefits for uniformed Service members and their families, and supporting the information, analysis and research requirements of the Office of the Secretary of Defense (OSD), the Military Departments and Congress for developing and evaluating workforce and personnel policy. This direct access option is in addition to the safe harbor identification methods offered via the MLA database or through a national credit reporting agency. There is no cost to request access to the direct access service, and it does not prevent a creditor from later deciding to primarily use a different safe harbor identification method. As a result, if space is limited, the DMDC will conduct a selection process to determine which lenders are granted access. Once a request is submitted, a questionnaire will be sent in response. In order to request direct access, lenders must send an email with their request to use the web service to the MLA help desk. The Department of Defense Manpower Data Center (the DMDC), the primary method for ascertaining whether an individual is a servicemember, is developing a web service that will allow lenders to connect directly with the DMDC at no cost to the financial institution.
